What You'll See on the Ballot
Below are the propositions that you will see on the November 5 ballot. The language used is required by state law.
PROPOSITION A – VATRE
Ratifying the ad valorem tax rate of $0.75670 per $100 valuation in Frenship Independent School District for the current year, a rate that will result in an increase of 18.59 percent in maintenance and operations tax revenue for the district for the current year as compared to the preceding year, which is an additional $5,300,921.
Explained: Proposition A is the Voter Approved Tax Ratification Election (VATRE) in which Frenship is proposing increasing the M&O tax rate by $0.08 from $0.6790 to $075670. The ballot does not mention that Frenship is also lowering the I&S by $0.08, so that the overall tax rate is $1.15670, slightly lower than the 2023-2024 tax rate. By increasing the M&O tax rate, Frenship will see an 18.59% increase in local revenue that will be used for day-to-day operations like teacher pay and instructional materials.
PROPOSITION B - $189,500,000 Bond
The issuance of $189,500,000 of bonds by the Frenship Independent School District for safety and security infrastructure; campus and facility upgrades, repairs and renovations; campus and facility parking lots; two new elementary schools; the purchase of school buses, transportation safety equipment and vehicles; and the purchase of sites for school facilities and levying the tax for payment of principal and interest on the bonds. This is a property tax increase.
Explained: The current tax rate is $1.15670, the lowest tax rate since 1993. Proposition B states this will be a property tax increase. Due to the commercial and residential growth in Frenship ISD, the current tax rate will generate more revenue at the lower rate. As a result, the propositions will be labeled a “tax increase” on the ballots. Homeowners may also see an increase in their property taxes due to an increase in appraised property values set by the appraisal district.
PROPOSITION C - $10,00,000 Technology
The issuance of $10,000,000 of bonds (with a maximum maturity of five years) by the Frenship Independent School District for acquiring, replacing and updating instructional technology, and levying the tax for payment of principal and interest on the bonds. This is a property tax increase.
